What I am wondering about is the actual connection to the switch. Is it just like a normal toggle switch (one wire in and one wire out) or is it different?
You need a VW "repair wire" which I think the part number is in one of the links. This goes into harness, and the harness plugs into the back of the switch. This wire once connected can be run to the fogs. Remember the switch only has to complete the +ve circuit, and the fogs can get the -ve from anywhere on the frame.

I am stupid today I guess, I am still confused. Do the fogs get there power from the switch? I am guessing so by your description. If so then it makes complete sense to me. If not I am still confused.
