There are three answers depending on who you talk to.
1: It's redline for first, my old rabit didn't have a tach and 50 was still red
2: It's the lowest speed you can be going in 5th before you bog the hell out of your engine.
3: It's the default residential speed limit in many countries.
3 sounds the most likely but I've never read/heard a definitive answer from a VW engineer.

ha! I've had Salesguys tell me all three of these! ...each one convinced that their reason was the true reason...
