yep, in europe if something changes from something default, a sign is put up, when its crossed out like that, means it goes back to default, so in germany, that sign means 'umm put your foot down and wave at the nice policeman doing 180 while you pass him going much faster then that'.

This is drag racing a 2004 VW Golf PD TDI at Mission Raceways. Car is completely stock with the exception of a Dieseltuning module. 15.94 seconds in the 1/4 mile at 89 MPH
