ohter than paint... I can't tell. I even ran out to my car to compare, but I have aftermarket bumpers so no deal. lol

Primer? I assume they peel right off together with the paint. If you constantly wash your car with high pressure hose(DIY car wash bay) you either have those paint peel right off or you push the salty recycle water into the panel.
Off topic..
Not to forget a classic example of bad VW paint job people has been complaining for years. IIRC 97.5~01 Passat people wash their car often with high pressure hose all year long and their POS original paint peel right off on both the bumper area. VW as well as local dealership offer NO help and VW do not admit the problem with the paint they used.

Thats thick enough to have primer with it, it looks more to me like they didn't prep the area under it enough, so the primer is bonded to the paint (as it should be), but the primer did not bond to the plastic....it doesn't look sanded to me!
