From my research there are generally 2 seals on a real German plate. One being the location, the same as the first letters, so WOB, wolfsburg and a Wolfsburg seal. The second seal is either the registration date or an emmission seal if I recall correctly. So in your case I would pick a region and date sticker and go for it!!

Well, It's hard to tell from the pictures on the site if this is the Wolfsburg one. I'm just going by the little castle dealy on it. So something like this then...
Wolfsburg is a city in the state of Niedersachsen. Although this seal appears to say Hannover instead of Wolfsburg.
