Unlike some cities, Calgary's storm water (aka whatever flows down the street) sheds directly into the river without any treatment. There's no such thing as "environmentally friendly soap" when it goes directly into the river. Those soaps are meant to break down in the ground as the water moves through the groundwater system.
Part of the reason for this is that if they connected the storm water to the waste water system for treatment, it would easily be overwhelmed during chinooks, spring thaw, heavy rains, etc.
I believe the minimum fine is $300 for discharging waste water into the storm water system. Usually people get caught by a by-law officer driving around, or their neighbours rat on them.
Well, I'd personally hate to know what drains into there anyhow off the road.....You have to think of what is the lesser of the 2 evils, all the rubber and oil products, or antifreeze that drip on the ground, or my small bucket of suds....We aren't allowed to wash in cochrane either, but oh well...

No kidding - that lovely 'rainbow' oil slick from some loser's 1978 GMC pick up! I guess it's a matter of not adding to the problem though.
Alberta Environment's new rules for handling storm water run off no longer allow the City to dump it's storm water runoff directly into the river from what I remember. It must be held in a facility before it is allowed to be discharged in to the river, although this really does not get rid of all the hydrocarbon pollution in the runoff. There are also several new rules & fines for to prevent silt pollution which can jeopardize fish breeding sites in the Bow.
