BRM Engine Code - 00361 Heater Element for Auxiliary Heater

My brother in law's 2006 BRM TDI has this fault code. Did some research and looks like the element could be toast. Any one have any experiences with this? Part is about $546 USD so going to do some more diagnostic work before replacing that one!

Can check the main fuse as well run the measuring blocks if its not within spec it will need to be replaced

Is the main fuse just in the normal fuse box?

Should be by battery box. But I would need to double check
