I'm really at a loss and no one really seems to be able to help me out.

So I've got p0030 O2 Heater control circuit (bank 1, sensor 1 code). I've tried a ton of things:
    -replaced the o2 sensor (2x)
    -replaced fuses
-replaced 409 fuel pump relay (apparently the o2 stuff goes through that)
    -cleaned grounds
    -swapped in a different ecu
-redid the sai/evap/solenoid resistors and soldered them in
-pins on the o2 sensor connector only read something like 5v
-pins on the 409 relay socket read 8v (should read 12v)

    I'm stumpted

Have you checked the battery ground?

The one on the starter? Yes.

I think it maybe not really be related to the o2. The car keeps blowing fuse 34 which relates to the n249, n75 and vvt tensioner. I noticed the vvt tensioner wiring is messed and likely causing that fuse to blow..hopefully causing my o2 issues (unlikely) but likely causing the lack of fuel trim adaptation.

Well I finally got it sorted out.

I noticed that I kept blowing fuse 34, research pointed to that affecting the vvt tensioner/n249/n75. Upon further inspection I noticed the wiring right at the vvt tensioner was all cut up and messed up. Once that was fixed the proper AFR started showing up. Secondly, one of the resistored harnesses (either n249 or n112) was also slighted opened up about two inches away from the resistor under the plastic protective covering, once that was sorted o2 regulation started working.

        Thanks everyone for the help.

The heater control circuit code can be set (seen it once or twice) where the computer condemns the warm up circuit because it expects to see a slower warm up in the mixture with the SAI.
