The problem:
When braking and hit exactly 10km/h, my ABS activates.
Where I'm at:
Replaced rotors, pads, all ABS sensors, ABS pump, have done a bleed of the entire system, and have re-calibrated the entire ABS system.
No fault codes or CEL are showing.
Still having the issue!
Someone please tell me what I've missed.
The story:
I had my ABS light on, when I was braking and hit exactly 10km/h, my ABS activated.
I checked the wheels and noticed the front right ABS ring was mangled from the Previous Owner.
I tested the ABS sensors and the front were reading bad.
I replaced the front sensors and had a VW expert shop replace the front right ABS ring.
This made the ABS light go away. But my ABS activation problem was still happening.
Replaced the rear ABS sensors. I also replaced the rotors and pads all around.
I checked and my ABS sensors are within 0.3mm of the ABS rings.
Same problem.
I did VAGCOM test, drove with VAG hooked up and monitoring the sensors. I pressed the brakes, when I slowed down to 10 km/h, the ABS activated but none of the sensors showed as bad.
VW expert shop said it was probably the ABS pump.
Bought a good condition GLI ABS pump with all the module numbers identical and recoded it for my car.
I used a pressure bleeder and Vagcom to bleed the ABS pump and to calibrate all the sensors.
Same problem.

The GLI ABS pump was coded as 0019970. My original pump had 0019458 which makes sense since using the calculations from RossTech: 0000002+0000000+0018432(all diesel engines)+0001024(drive by wire engines) = 0019458.
