I haven't installed my zerostart yet (it was too cold when it was too cold, and when it's warm I'd rather do something else), but it's supposed to work very well in helping to get heat out quickly. Cdn Tire had them for 20% off just before Xmas. I bought the 1000W version for just under $50.
I find that running the glow plugs through two cycles really helped when it was very cold.
In the dark, you can quite often see the block heater "spark" slightly when plugging/unplugging, which will let you know that it is consuming power.
