Sometimes they're in the glove box, but I believe in a golf it's above the glove box in the engine bay, right near the edge of the windshield.Jess

If it's the same as MK4's (I think the 2007 city is mk4 platform), it's on the passenger side. You open the hood, peel back the weatherstrip along the top, there's 2 screws you'll need to undo, pull off the cover and you'll see it in there.JayComment

it's a city. they are cheap. corners were cut to offer them for cheap and pollen filters went out the door so the air doesn't get cleaned as it enters the car. you can just go buy the parts and install one, if you really want.you probably don't like me because someone else said they didn't lol. <3Comment

I retro-fit one in to my mk3 with OEM parts. I'm sure it would be easy to do the same in a City if you wanted to.Stefan

Probably just need the plastic piece that attaches in the rain tray that holds the filter from a regular mk4.Comment
