headlights dont turn off

98 jetta, euro switch, ecodes.

I noticed this yesterday, turn car/swtich off, and daytime running lights/low beam stay on.

probably crappy wiring, but at the same time my radio only gets power if i turn the ign switch as far as it goes and hold it there.

is this all from ign switch issue?

Could be a number of things. Bunk DRL relay, switch or a short.
