Drill then use an "easy-out". It would be easier to taking it to a machine shop like Vulcan said though.

the worst time this happened to me at work i had to drill out to the nearest size drill bit that wouldnt damage the threads and then use a tap to cut the old bolt out a 1/4 turn at a time, very slow process though and i had proper machinery to do it.
Warming the head with a torch or similar may free them a bit before you try again, soak with penetrating oil for a day or two first
All three snapped off well inside the head, so worse than flush.
But, I found a complete Solid Lifter JH Engine out of a running car for $100, picking it up this evening.
BTW, if anyone wants to come help me do timing, please let me know, I havn't been having much luck...
