I am all for the bumper harmonization but I am still a little weary that we will instantly be allowed to bring in these cars we once were not, I think we are still going to be at the mercy of some manufacturers as they seem to control this more than the Feds.

I'm thinking it'll be a while before everybody is on the same page (ie. manufacturers/gov'ts RE: importation). Read my recent discussion with VW of North America. Like really, isn't it a pretty easy question: (ie.) If the bumper standards are harmonized, will the 2004 R32 be removed from the RIV "Do Not Import" list and be allowed for importation from the United States into Canada?
Yeeesh... politics...
Dear "Deuce":
Thank you for your e-mail in regard to the Canadian bumper and admissibility regulations for the R32. I am sorry for the inconvenience of not being able to transport the R32 at this time.
I understand that you are seeking to know that if the Canadian bumper requirement is changed, will that make the R32 transportable to Canada from the U.S. We do not have any knowledge or power over the U.S. or Canadian regulations, so I regret I am unable to answer your question directly. I encourage you to continue to monitor the situation as regulations and policies change continuously.
As a member of the Volkswagen family, your questions are important to us. Again, thank you for your e-mail. I apologize that I am unable to provide you with a more specific answer. If I may be of further assistance regarding this, or any other matter, please don’t hesitate to contact me again by e-mail at www.vw.com, or through our Customer CARE Center at (800) 822-8987. If I am not available one of my colleagues will be able to assist you.

For the most part, I think the feds want the playing field made more even - so I suspect that in many cases vehicles that previously were disallowed may now be permitted.
That doesn't mean that the manufacturers will be happy about it - they may do everything in their power to make the experience unpleasant. But in most cases, that has to do with warranty claims more than anything else...
Perhaps if VW wants to keep the R32 out badly enough - they might be able to claim that the 4Motion Golfs have not been crash tested for Canada. Does Canada have all their own crash tests completed? Or does the US data get used? I have no idea.
I have a hard time seeing VW spending too much money to do that though. Instead, it will open the doors to allow VW.ca to easily sell R32's here and you'd think they'd be happy about that...

For curiosity sake, why is the R32 not allowed into Canada? Is it ONLY the bumpers? If so, why is it not noted as such on the RIV list? The 2008 Audi RS4 is.
Makes me think there are other things holding this car back from the Canadian market.

Well cars like RS4 have both Canadian and US versions so they can be compared and the differences are usually just bumpers, but a car like the R32 that has never been available in Canada is not going to be in the same boat, as the RIV has probably never had one to look at so that may not change with harmonized bumper rules, they may have to crash test to approve which is Transport Canada or VW going to pay for that
Harmonization probably just makes a better case for future cars like the .:R to be available in the future and past cars are probably still going to be forbidden fruit.

well i do know that US changed something with its bumper laws last year and B5 RS4s were importable from europe but no dice for canada still although nobody really has one since they are going for 100k+ in the US still
European cars just have to wait for the 15+ year rule to get them in, no other easy way.
Arrgh... why does the auto industry hate me! All I ask for is an '04 VW R32 available in Canada. Failing that, a BMW 135 with X-drive AWD.
Then again... maybe I just have a habit of dreaming of fictional vehicles that will never exist in my lifetime... ...or am I?

I think people need to quit dreaming about an R32 in Canada. It's not likely to happen, it's the same thing you hear with the EVO8's. They were never slated for here like Blair said which means changing the bumper standards isn't going to mean anything because no one's looked into what else might not be admissable like seatbelts, steering wheels, emissions, etc.
Sorry, maybe I'm just tired of hearing about them. Just buy a 3.2TT same motor and (arguably) better AWD, done deal. Or, wait till 2019(?) and you can live your young adult dream.
