I am still not 100% sure on the registration, would need an OOP salvage inspection but still not sure if the fact that it is a blacklisted car complicates things.

Anyone as their insurance agent if it can be insured?

R32's are not permited in Canada. Only as Salvage and ONLY for the usage of parts... Here are the links to help clear up the matter....
