First of all, it was my understanding that CLOSING the wastegate holds boost, OPENING it lets all of the boost go bye-bye. The wastegate allows the bypass of the exhaust gasses around the turbo.
Secondly, how are you keeping the wastegate closed? Because this is trickier than people think.
Thirdly, lots of people use MBCs and set them much higher than 14psi. If you use only a MBC then your wastegate is guaranteed to be 100% closed below your set MBC pressure. But as far as I know these people are not getting 14psi at 6500 rpms. 14psi is what you should get out of a 1 bar chip - but only up to about 5000 or maybe 5500 rpms then it will be dropping off. It is not dropping because of your wastegate control - rather it is dropping because your turbo cannot flow enough air per second when the engine is pumping that fast.
This is just my own understanding. However, I could be wrong. I have personlly had a bleed valve on my car for a couple of days, bleeding enough to put me into limp mode twice. So my wastegate was staying closed a long time. And I still could not get 14psi at 6500 rpms. OK then its closed. however you want to put it.
