Hmm, I'm a member of a homebrew club in Ottawa, and one member who lives in NewFoundLand and works on VWs says that a "block heater" is actually an oil pan heater ... hmm, perhaps I misunderstood what he said, I will have to go back and re-read his post to the brew forum.
if you haven't already, you should join the ottawa VW club:

there are lots of diesel owners there who can help you out.

          Hi Stonewall,

how does a coolant heater differ from a block heater ? - or in a diesel is this the same thing ?

On very cold days cycle the glow plugs twice and make sure you have all the major electronics off (lights etc). I have been starting diesels that way for years and rarely have problems.

first off, the car has to run synthetic, second if you charge the glow plugs 3-4 times in succession by cycling the key this should also help. inline coolant heaters are great but not entirely needed, any thing that puts less strain on the car though is a great idea. The deisels are a little tougher to get going in -20 or lower.

Block heaters are mounted on the engine block in the spot of a frost plug but since newer TDI's don't have frost plugs you need to use a coolant heater. They heat the coolant and transfer the heat via convection. Also since they are mounted low and near the oil cooler you also get the little bonus of having a little bit of warm oil.
