Rust inhibitor for steel rims

anyone ever spray some kind of rust inhibitor on their steel rims? if so what did you use? my wifes steel rims have a lot of surface rust. thinking i can just brush it off and put a coat on.

I'd get as much off as possible and hit them with some POR-15

used that stuff before. forgot about that brand. ideal since its brush on and i don't have to worry about over spray.

POR15 is good stuff but remember it is going to be an even surface once done.
