Honestly a car forum is probably not the best place for someone like this. For someone with NO criteria and a strict budget you'd be better off just buying whatever consumer reports recommends or something. If he's looking for an appliance rather than a car he should be looking at fuel consumption, safety rating, resale, and yearly maintenance costs. Cars that will probably fit this criteria will be the accord, maxima, altima, camry, all horrendously boring (actually the maxima is nice but probably over 30).
"Car people" care about how a car sounds, how it takes a corner, how it looks inside and out, how it accelerates. Car people will overlook some or all of the above if they like the "Feel" of it.
