From what I can tell about your Durango the determining factor in your tow rating in the rear differential, and so you could easily pull the higher number if needed. Count on the trailer weight and a full crapper plus your clothes and stuff when determining what you can handle. In terms of power, yes slowing down going up a hill sucks, but how many really big hills you planning on going on? I am not saying running overweight or illegal is the way to go, but a few pounds over won't hurt you either. The Durango's frame is the same for both tow ratings, brakes the trailer has it's own, and cooling and stuff you sound like you have covered. As long as the hitch can handle the weight and you don't mind being passed on those high grade hills use your hazards and go with it.
