For these kinds of websites, the owner has put up a "launch list" to gauge interest more than to notify you when it comes out. Only if there is a ton of interest will it get made (likely outsourced for a fixed cost that the owner thinks they can recoup through the list of contacts). There are a bunch of business books that suggest this kind of thing.

BTW launch date is May 12, 2012......so it isn't actually one of those "thoughts" people had. They actually made 99% of the app before they brought it public
