            well to name a few:

            -You cannot solicit money from an occupant in a motor vehicle and panhandling in general
            -Jaywalking
            -And I am pretty sure there is some sort of law stating the officer cannot be dressed in civilian clothing or must have a badge visible

            Either way its just wrong. and quite honestly they don't care about your safety....just another way for them to line their pockets

              Cops are dressed plain clothed all the time.

                He is not trying to solicit money, he is just walking in traffic.

                He isn't jay walking because that law is very vague about how it works, as long as he enters the intersection when it says to walk he is covered.

                Plain clothes cops are normal.

                  To me plain clothes are one thing. Being dressed as a bum with a sign is another. I don't think I care what is even on the sign, you take one quick look and assume panhandler which I would consider outside the lines of plain clothes.

                    In the UK here a police officer cannot issue a ticket/arrest unless he is in uniform. Hell a officer that gives you a ticket and who is not wearing his police hat is void.
                    Im sure there must be something similar in Canadian law...

                          Only thing I can find similar to something like this is in Ontario's Highway Traffic Act which obviously doesn't apply here in Alberta:


                          Section 216 (1) “A police officer, in the lawful execution of his or her duties and responsibilities, may require the driver of a motor vehicle to stop and the driver of a motor vehicle, when signalled or requested to stop by a police officer who is readily identifiable as such, shall immediately come to a safe stop.”

                            Perhaps a little bit of a cash grab here but I don't see an issue with the cop's approach.

                            1.) There is nothing against being a cop in plain clothes;
                            2.) He has identified himself as a cop prior to arresting you (ie. the sign); and
                            3.) Stopped on the road, either waiting for the train, a street light, whatever... is still driving.

                            #3 is what sucks. In my opinion, ticketing folks stopped waiting for a C-Train isn't really enfocing the true "intention" of the law. Now, arresting someone on Deerfoot who is swerving back and forth at 100kph on their cell phone... I have NO issues with that. However, cops read laws as Black & White... Right & Wrong. There is no Grey area. And as such... these tickets will be written by the thousands this year before people get wise to the "Bum" tactic.

                            FYI. You can also get a distracted driving ticket for having a pet on your lap while you are driving. I can't wait to see all the Grandma's and Grandpa's I see in Calgary get busted for this.

                              Wildfire, I think you are sort of right. Which is why I want to know if the homeless guy actually gave the ticket. The setup in Vancouver was a radio setup. Hobo-cop radios ahead to waiting team of itchy pencil finger, cops.
