I worked for ZYN.ca for a year and learned a few things about the AGLC. Not ever liquor store is equal as they all have different relationships with vendors/agents. If this is truly a ‘very special’ bottle only a few stores in the city will get an allocation (sort of like high end Bordeaux wine). If it is really hard to find you can try www.liquorconnect.com and use there ‘Find Products’ search. This will tell you who in the city is the agent (Charton-Hobbs Inc.) and which stores have an allocation for the product. Then you can skip going from shop to shop looking for the stuff.
