So I was a little bored when I started this thread and fired the question to DOT. Response (pretty good response I thought, i didn't really expect a response at all):
We currently have no plans to change Alberta’s legislation to allow for the installation of window tinting film on motor vehicle side glass to the left and right of the driver. Alberta’s Vehicle Equipment Regulation prohibits the operation of a vehicle with an extra tinting film on the windshield and front side windows. Tinting film may be installed on the rear side and back windows, as long as the vehicle is equipped with rear-view mirrors on the left and right side.
The installation of window tinting film, in addition to restricting the driver’s visibility and making it difficult for the driver to see or be seen, is also a safety concern. Motor vehicle side glass is designed to shatter in a vehicle collision. A tinting film may greatly increase the mechanical strength of tempered glass, making it a safety hazard in a collision for the driver and passengers. As a consequence, the installation of tinting film on the rear glass is strongly not recommended when children often ride in the rear of the vehicle.
Generally, the darker factory installed tinted side glass already provides substantial ultraviolet (UV) protection, absorbing more than 65% of solar UV. The automotive laminated safety glass used in windshields already effectively blocks almost all solar UV.
