            The sad part is that all the money going to refunds is coming out of cities 2010 budget surplus. Its just the green light speed cameras. If they didn't put those in in the first place I'm sure it would have saved alot of head aches. Apparently "there was a Dodge neon that was breaking the land speed record before bursting in to flames and going back to the future" at least that's what I heard.
