I could be wrong don't believe vehicle malfunction (ie lack of calibration) is a legal argument in that case, it is the responsibility of the owner to ensure their vehicle is up to standards. Maybe sue the car company? but GL doing that

If you take it to a shop and they prove it was off by the amount of your ticket, and you get it fixed they will throw out the ticket, but what a waste of time.

Just a tax grab, you can do anything you want, as long as you are willing to pay the tax to do it.

You want to pollute but the laws say you can't? You pay for a permit.

You want to build something in an area that isn't zoned correctly? You pay for a permit.

You want to speed? You pay the ticket.

You want to fish/hunt/trap/offroad? You pay for a license.

You don't want to pay? You get a treaty card.
