I believe you need the iPhone 4G for video chat as it has the dual camera's and I think, at the start, at least will be iPhone 4G to iPhone 4G only.

As Blair mentioned earlier, it's exclusive to the iPhone 4. Although this will be the same OS version that the iPhone 4 will ship with. So far it's nice and snappy, the camera seems quicker as well. Folders are an organization dream.
