Bill- 319 Vehicle Speed Limiters

Not sure if any of you heard about this bill which is trying to get passed in parliament.
Basically, a MP in Ontario wants to federally limit all new vehicles to a top speed of 150km/h.
It has passed the 1st reading in parliament so, obviously, it is being taken seriously.
I'm not sure what exactly the concequences would be to sports car/ racing enthusiats, but it's concerning non the less.

An Act to amend the Motor Vehicle Safety Act (speed limiters)


1993, c. 16 - Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

Definition of “speed limiter”
5.1 (1) In this section, “speed limiter” means a device mounted on a vehicle that, when engaged, electronically limits the maximum speed at which the vehicle is driven to the speed set on the device.

Restrictions re manufacture, importation, sale and lease
(2) No person shall manufacture, import into Canada or sell or lease to another person a vehicle unless it is equipped with a speed limiter that is engaged and set to a maximum speed that is not greater than 150 kilometres per hour.

Duty of repairer
(3) No person who repairs or maintains a vehicle shall release the vehicle to another person unless the vehicle is equipped with a speed limiter that is engaged and set to a maximum speed that is not greater than 150 kilometres per hour.

Restriction on operation
(4) No person who owns a vehicle or leases a vehicle from another person shall operate the vehicle or allow it to be operated by another person unless it is equipped with a speed limiter that is engaged and set to a maximum speed that is not greater than 150 kilometres per hour.

Application
(5) This section applies to vehicles manufactured on or after January 1, 2010 that are not fire-fighting vehicles, ambulances, police vehicles or other vehicles that are used for the purpose of emergency or vehicles that belong to a class of vehicles that is exempted from the application of this section by regulation.

great so when i pull out to pass someone on the highway i need to worry about all of a sudden hitting a govenor and having it leave me hanging. GREAAAAT.

it's a ******** law considering i should be allowed to take my car to the track and run it above 150.

This is another bonehead politician trying to make the world right by "fixing" things where there is no problem. Show me the statistics that show a large number of accidents and deaths occuring at speeds over 150km/h. Show me the impetus for this law. I'm willing to wager the number is small, and that more vehicle accidents and deaths occur between 20-70km/h than >150km/h.
I wish people would stop mucking about with things and would pay attention to the real problems.

How about instead of wasting time on ******** bills like this they put together a bill that makes it illegal to text and drive, and illegal to talk on your phone without handsfree. Again I'm willing to bet, far more accidents causing injury and death occur because of cell phone use than speeds exceeding 150km/h.

well right now most NA made cars govern out at 160 anyways

I think its a crock especially when my speedo goes to 280! and the new S4 goes to like 320 i think or 300 for sure

any chip can remove this limit

i was actually thinking about this the other day and I wonder in the future if we'll see remote chips in new cars and when your on certain roads the road senses your car chip and makes your car set to max a certain speed..

ie.. used in construction/school/playground zones to force everyone to do 30 like it or not..

Wouldnt this technically mean that any shop that chips a car to allow it to exceed 150km/h get in some deep doo-doo?

european and japanese car manufacturers are gonna be so pissed now that they have to create another set of software for canadian vehicles.

so many people will be making a trip to the US for chips.

garbage in its purest form. Half the people who drive in this country get into rear enders because they were caught rubber necking at the accident that happened on the other end of the street. And most of these dumbasses can barely do 100 on the highway where the speed limit is 110, so what makes them think that everyone is doing 150 or over??? I fully agree with Andrew that the stats for high speed accidents and fatalities is peas and carrots compared to the stats of accidents between 20-70km/h just due to the fact that people DONT KNOW HOW TO DRIVE!!! Instead of passing these retarded laws, why dont they pass a law to get some better driving school instructors and some strict testing. Most of these people would never have their license in any european country. You watch shows like canada's worst driver, where there is a cop as one of the judges, and they give these people their licenses back. How do you justify that as upholding safety when EVERYONE knows these people are a danger to the roads.

I think that certain cars should have this put in them. To give you an example do you think a GEO metro should be going 150 or beyond? Even having to drive the new wife's cobalt before I got rid of it to Ontario should qualify for this. Mostly because at 150 there is no power left in the beast to pass anybody safely anyways.
In terms of cars like audi's or bmw's they should not have this put into their cars.
Besides its not like most people who drive these cars can't afford a ticket, although the person driving the cobalt might have a hard time with a ticket that big.
From what I understand how limiters work here is that the manufacture can't put a speed any higher then the tires that they equip the car from the factory with. So most times they limit cars between 160-180 for most of the economy cars.

Just my 2 cents, but this will not encourage me to buy anything new.
