You can call 311. They will tell you to take it up with the neighbour. Tell them to get bent and send you a package to documment the complaint. They will send you a package that tells you how to documetn the complaint. Theyshould also set up a case file for you as well as give you a 311 case number. Follow up with it periodically and you should get a result from bylaw. Dont be a prick with bylaws as most of them are pretty good, and if your cool they will help you out.
I a neighbour that thought she was the most important person to ever own a house. She would leave her do out side to bark for hours. While she was working at the mall or some damn place.
I printed out the copy of the bylaw and a letter to the effect of I am sick of listening to your damn dog bark and put it on the window of her X3. Problem solved.
This type of stuff is the reason why I hve put AC in all my houses.
