That photo is slightly lowered, with wheels and tires... ummm I deleted the mud flaps, then added side skirts, front bumper, and rear bumper (full body kit). Tinted windows, stubby antenna on the roof.

I am not sure about those specific wheels, they look like Racingharts though, so something like 350US per wheel for 18", not including new tires.

For wheels I generally would budget a minimum of 1200-1600 for all four, which is quite a lump of cash, plus then you need another 800 for tires!
