It's gonna bug me now... I shall find the origins of it.

I'm thinking it's part of the air conditioning system for a large building, where significant force would be needed to propel air up 10+ stories.

You can certainly tell it's an air moving fan for some type of hvac because of the inside impeller shape

Do you know how they service it though? Surely moving water the turbine blades must get damaged, and need to be replaced. If it's incased in concrete how would one do this?
