I contacted Audi today and this is the response I received:

Thank you for your recent email to AudiTalk and for your interest in our brand.
Further to your inquiry, we would like to explain that the RS3 worldwide demand was very high when it was launched and Germany would have had to make significant design changes for it to meet Canadian regulations. Although we requested it for our market, Germany decided not to offer if for our market as the development costs were too high and all production was already sold out in other markets.
We apologize a more favourable response is not possible and we thank you again for your interest in our brand.

"Worldwide Demand" are markets booking their production capacity for the vehicle. I did have the same thought as you for a moment and I asked her if she was talking exclusively about the previous RS3 model. She clarified that her answer stood for both the previous and the upcoming model. All the worldwide markets are basically treated as customers by Audi Germany. They choose whether to bid for vehicle production capacity and find out if they get any.
Well perhaps the email was more focused on the out going RS3 compared with the new version as it is still not revealed. I would think there will be an RS3 for sure but in what variations and in what markets will be the interesting part. The pic appears to be a sedan so either it is an RS3 sedan which of course will have the best chance for you Canadians or is there going to be something new like a 4 door coupe version to compete with the MB CLA or a 2 door coupe to compete with BMW 1 series.
