Normally you would have a back and forth when negotiating a price on a car. The seller, on most occasions, won't divulge his bottom line right at the beginning. When someone posts how much it's appraised at, a professional appraiser said that the car is worth that. So now it's on your plate to make an offer.

At least that would be the normal way of handling this in my opinion.
