Yes, I tried with 4 dealerships to buy a brand new 2012 dark blue GTI, cash in hand, and was turned down 4 times. They told me it was not worth getting caught.

no you don't need to be a US citizen, all you need to have is a US drivers license

also, if you want a 3.5s 0-60 and 11.9 1/4 you will want this for your R
